			<content:encoded><![CDATA[<p>C. Sistem Ekonomi Etatisme/ Sisem Ekonomi Komando</p>
<p>Sistem ekonomi etatisme atau sosialis atau sistem ekonomi terpusat ( Government Planned Economy ) adalah sistem ekonomi yang pengaturan kehidupan ekonominya secara langsung oleh negara. Semua aktivitas, perencanaan, pelaksaanaan, dan pengawasan kegiatan ekonomi dilakukan oleh pemerintah pusat. Sistem ekonomi etatisme banyak dianut oleh negara-negara komunis, seperti Kuba, Korea Utara, dan negara-negara Eropa Timur. </p>
<p>Sistem ekonomi etatismememempunyai ciri-ciri sebagai berikut.<br />
1.	Semua alat dan sumber produksi dikuasai oleh negara<br />
2.	Kegiatan perekonomian diatur dan dikuasai secara mutlak oleh negara<br />
3.	Jenis-jenis pekerjaan dalam suatu negara serta pembagian kerja diatur oleh pemerintah.</p>
<p>Sistem ekonomi etatisme mempunyai kebaikan sebagai berikut.<br />
1.	Pemerintah mengatur distribusi barang-barang.<br />
2.	Pemerintah bertanggung jawab sepenuhnya terhadap perekonomian.<br />
3.	Tidak ada kesenjangan antara anggota masyarakat.<br />
4.	Kemakmuran masyarakat terjamin.</p>
<p>Adapun sistem ekonomi etatisme mempunyai keburukan sebagai berikut.<br />
1.	Potensi, inisiatif, dan kreasi warga masyarakat tidak berkembang.<br />
2.	Hak milik perseorangan tidak diakui.<br />
3.	Pada umumnya kemajuan ekonominya lambat.</p>
<p>D. Sistem Ekonomi Campuran</p>
<p>Sistem ekonomi campuran merupakan sistem ekonomi yang mengambil segi positif dari sistem ekonomi liberal dan sistem ekonomi etatisme. Dalam hal ini, masyarakat diberikan kebebasan untuk mengambil bagian dalam kegiatan ekonomi, tetapi hanya terbatas pada bidang-bidang yang tidak menguasai hajat hidup orang banyak. Sementara bidang-bidang usaha yang vital dikelola dan dikuasai oleh negara.</p>
<p>Dalam kenyataan, tidak ada satupun negara di dunia yang menganut secara murni dan konsekuen salah satu dari kedua sistem ekonomi tersebut. Di antara kedua sistem ekonomi tersebut terdapat bentuk tengah yang disebut sistem ekonomi campuran.</p>
<p>Ciri-ciri sistem ekonomi campuran adalah sebagai berikut.<br />
1.	Hak milik atas barang konsumsi diserahkan kepada individu sementara pemilikan terhadap sarana produksi yang vital dikuasai negara.<br />
2.	Kesempatan kerja penuh ( full employment) dan jasa kolektif mendapat prioritas yang tinggi.<br />
3.	Harga tidak semata-mata ditentukan oleh mekanisme pasar, tetapi pemerintah juga ikut campur menentukan kebijakan.<br />
4.	Pemerintah menyelenggarakan jaminan sosial dan bertanggung jawab atas distribusi pendapatan yang lebih merata.</p>
<p>E. Sistem Ekonomi Islam</p>
<p>Dalam sistem ekonomi Islam kepentingan individu dan kepentingan masyarakat sama-sama harus diunggulkan dalam memecahkan masaalh pokok ekonomi untuk mencapai kemakmuran.</p>
<p>Kumpulan aturan atau kelembagaan dalam sistem ekonomi Islam didasarkan pada ajaran Islam, dimana keterkaitan antara kepentingan individu dan kepentingan masyarakat sangat erat. Antara keduanya harus ada keselarasan dan keserasian, bukan persaingan. Apabila seseorang individu mengambil kekayaan masyarakat untuk dirinya tanpa mengindahkan kepentingan umum, maka bahayanya tidak hanya menimpa masyarakat, tetapi pada akhirnya pasti akan kembali menimpa dirinya juga. Begitu juga sebaliknya apabila sistem yang dibuat masyarakat mengabaikan individu, demi untuk membela kepentingan umum, maka bahayanya tidak hanya menimpa individu itu sendiri, tetapi pada akhirnya akan kembali menimpa masyarakat itu.</p>
<p>Contohnya, Islam melarang riba karena dapat menyengsarakan peminjam uang. Bahkan, agar orang miskin bisa terangkat hidupnya, orang kaya wajib membayar zakat.</p>
<p>2. Sistem Ekonomi di Indonesia </p>
<p>Sistem ekonomi Indonesia mempunyai acuan yang jelas yaitu Undang-Undang Dasar 1945 terutama pasal 33. Dalam penjelasan pasal 33 UUD 1945, tercantum demokrasi ekonomi. Demokrasi ekonomi sebagai dasar pelaksanaan pembangunan ekonomi Indonesia mempunyai ciri-ciri positif sebagai berikut.<br />
1.	Perekonomian disusun sebagai usaha bersama atas dasar asas kekeluargaan.<br />
2.	Cabang-cabang produksi yang penting bagi negara dan menguasai hajat hidup orang banyak dikuasai oleh negara.<br />
3.	Bumi, air, dan kekayaan alam yang terkandung di dalamnya, sebagai pokok-pokok kemakmuran rakyat dikuasai oleh negara an dipergunakan sebesar-besarnya untuk kemekmuran rakyat.<br />
4.	Sumber kekayaan dan keuangan negara digunakan dengan permufakatan lembaga perwakilan rakyat dan pengawasan terhadap kebijaksanaannya ada pada lembaga perwakilan rakyat.<br />
5.	Warga negara memiliki kebebasan dalam memilih pekerjaan yang dikehendaki serta mempunyai hak akan pekerjaan dan penghidupan yang layak bagi kemanusiaan.<br />
6.	Hak milik perseorangan diakui dan pemanfaatannya tidak boleh bertentangan dengan kepentingan masyarakat.<br />
7.	Potensi, inisiatif, dan daya kreasi setiap warga negara dikembangkan sepenuhnya dalam batas-batas yang tidak merugikan kepentingan umum.<br />
8.	Faki miskin dan anak-anak terlantar dipelihara oleh negara.</p>
<p>Ciri-ciri positif pelaksanaan demokrasi ekonomi tersebut merupakan ciri utama kehidupan ekonomi Indonesia. Dari ciri-ciri tersebut dapat disimpulkan bahwa dalam demokrasi ekonomi, kemakmuran masyarakatlah yang diutamakan bukan kemakmuran individu atau golongan. Selanjutnya, ada beberapa hal yang perlu diingat tentang sistem ekonomi Indonesia yang sering disebut dengan ekonomi Pancasila atau ekonomi kerakyatan. Pada dasarnya sistem ekonomi Pancasila merupakan sistem ekonomi Islam yang diselaraskan dengan karakter bangsa Indonesia. Ciri-ciri ekonomi Pancasila adalah sebagai berikut.<br />
a.	Peranan negara penting tetapi tidak dominan dan dicegah tumbuhnya sistem komando. Peranan swasta juga penting, tetapi tidak dominan, dan dicegah tumbuhnya sistem liberal. Dalam sistem ekonomi Pancasila usaha negara dan swasta tumbuh bedampingan secara berimbang.<br />
b.	Perekonomian tidak didominasi oleh modal dan buruh, melainkan berdasarkan atas asas kekeluargaan.<br />
c.	Masyarakat memegang peranan penting karena produksi dikerjakan oleh masyarakat untuk masyarakat di bawah pimpinan dan pengawasan anggota masyarakat.<br />
d.	Negara menguasai bumi, air, and kekayaan alam yang terkandung di dalamnya.</p>
<p>Ciri-ciri negatif yang harus dihindari dalam demokrasi ekonomi yang berdasarkan Pancasila adalah sebagai berikut.<br />
a.	Sistem free fight liberalism (sistem persaingan bebas yang saling menghancurkan), yang menumbuhkan eksploitasi atau pemerasan terhadap manusia dan bangsa lain.<br />
b.	Sistem etatisme, karena negara beserta aparatur ekonomi negara bersifat dominan sehingga dapat mematikan potensi, kreasi, dan inisiatif warga masyarakat.<br />
c.	Persaingan tidak sehat, serta pemusatan kekuatan ekonomi pada satu kelompok dalam bentuk monopoli yang merugikan masyarakat.</p>
<p>Sistem ekonomi terdiri atas.<br />
•	Ekonomi Tradisional.<br />
•	Ekonomi Liberal.<br />
•	Ekonomi Sosialis.<br />
•	Ekonomi Campuran.<br />
•	Ekonomi Islam.</p>
<p>Rangkuman.</p>
<p>1.	Kebutuhan (human need) merupakan keinginan manusia yang menuntut untuk dipenuhi agar kelangsungan hidupnya terjamin.<br />
2.	Pada dasarnya kebutuhan manusia dapat digolongkan menurut intensitasnya, waktu pemenuhannya, sifatnya, dan subjek yang membutuhkan.<br />
3.	Faktor-faktor yang memengaruhi kebutuhan meliputi kondisi alam, peradaban, adat-istiadat, dan agama/ kepercayaan.<br />
4.	Barang dapat digolongkan menurut cara memperolehnya, fungsinya, tujuannya, kesiapannya untuk digunakan, kualitasnya, dan kegunaannya untuk jaminan kredit.<br />
5.	Setiap benda pemuas kebutuhan pasti mempunyai nilai guna atau manfaat, benda memiliki nilai guna yang berbeda. Perbedaan itu ditentukan oleh faktor bentuk, tempat, waktu, dan kepemilikan.<br />
6.	Sumber daya dapat dikelompokkan menjadi tiga, yaitu sumber daya alam, sumber daya manusia, dan sumber daya modal.<br />
7.	Biaya peluang merupakan nilai yang paling tinggi dari berbagai alternatif yang dilepaskan.<br />
8.	Sistem ekonomi yang ada di dunia terdiri atas sistem ekonomi tradisional, liberal, sosialis, campuran, dan Islam.<br />
9.	Sistem ekonomi Indonesia mempunyai acuan yang jelas yaitu Undang-Undang Dasar 1945 terutama pasal 33.<br />
10.	Dalam demokrasi ekonomi yang berdasarkan Pancasila harus dihindarkan ciri-ciri negatif sebagai berikut.<br />
•	Sistem free fight liberalism.<br />
•	Sistem etatisme.<br />
•	Persaingan tidak sehat.</p>

<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;"><span style="font-family:Times New Roman;">We may remember when we first figured out the difference between a thermometer and thermostat in our home. As a kid, Dr Tim Elmore began to understand it when his science teacher brought thermometer to his attention in the fourth grade. Up until then, he just knew his home had thermometer hanging outside of our back patio that told us what temperature it was outside. And, he knew we had a little box on our living room wall that mom and dad would fiddle with when the house got too hot or too cold. The thermostat set the temperature. The thermometer only reflected what the temperature was. This is a great picture of another leadership truth. Most people are like thermometers. They tend to reflect the culture around them. But most people don’t set the “climate” for the world they live in; they just mirror back that climate.</span></span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;"><span style="font-family:Times New Roman;"> </span></span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;"><span style="font-family:Times New Roman;">Leaders on the other hand, are people who decide to take life to the next level. They become thermostats, and set the social climate in which they are placed. For instance, you may know people who set the spiritual temperature of a group. You may know some that determine the attitudes of others, by their presence in a group. They are pacesetters. They influence, rather than merely allowing others to influence them. Dr Tim Elmore’s challenge to you<span>  </span>is to move from being thermometer to a thermostat and I am agree about Dr Tim’s opinion.</span></span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;"><span style="font-family:Times New Roman;"> </span></span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;"><span style="font-family:Times New Roman;">Leaders who are “thermostats” have developed values and principles they live by. God calls us to be authentic so we must to be an authentic in our life. The word “authentic” comes from the root word “to author”. It means we must to write our own story, not copy from someone’s story. When someone owns a set of values, it’s like they have a moral compass on the inside that guides them in their decisions. People know Dr. Billy Graham as a man who lives by his values and won’t drift from them. People respect those who are values-driven and principle-centered. When leaders fail to develop values, tragedy almost always follows. Example people is NBA star Kobe Bryant. He admitted to commiting adultery, when a woman accused him of sexual assault in July 2003. Ironically, just two weeks before he confessed to it, he was seen on TV talking abaout how important it is for athletes to be example for kids today. Regrettably, many leaders share this story today. Senator Richard Shelby says that when leaders fail, they are “ not concrite,and simply consider the fines and penalties as a means to make the problem go away.” Penalties don’t transform a thermometer into a thermostat. It’s an inside job. We must remember from Luke 6:46-49. Jesus is speking and He says: <em>“Why do you cal Me, ‘Lord,Lord,’ and do not do what I say? Everyone who comes to Me and hears My words and acts on them, I will show you whom he is like: he is like a man building a house, who dug deep and laid a foundation on the rock; and when a flood occurred, the torrent burst against that house and could not shake it, because it had been well built. But the one who has heard and has not acted accordingly, is like a man who built a house on the ground without any foundation; and the torrent burst against it and immediately it collapsed, and the ruin of that house was great”.</em></span></span></p>

<p>Leaders cannot perform well if they do not see the strength inside of them. Good leaders take personal inventory on their god given gifts. This impacts both their self image and, consequently, their results</p>
<p>You are a lot like a store on a street corner. Despite what the cosmetic commercials tell you, your real value is inside. You have to walk into the store to know what it really has to offer. When you do, even one walk through allows you to take a brief inventory of it. Anyone who has worked in a retail store knows what the word “inventory” means. As an employee, when you take inventory it means you begin to list the products that are on the shelves. Most stores “take inventory” once or twice a year. Some do it every month! In fact, you can not really run a good business without knowing what you have got in your inventory. </p>
<p>Dr. Tim Elmore who was write the book of habitudes have a story when he was in high school, he had a friend named Rob, whose first job was to work as a stock clerk in a store. He remembers Rob got angry at being given such a small job as counting the products. Little did he know- that task would take him three months. Taking inventory is no small undertaking, and it pays great dividends.</p>
<p>Case in point. There was a young basketball player who got cut from the varsity team during his tenth grade year his name is Michael Jordan. He took a hard look at his strengths and began to develop them. Many believe he is the best player ever. He had to take inventory. He had to see his skills and talents as the gold on the inside, despite what his coach thought.</p>
<p>You can not consistently perform in a manner that is inconsistent with the way you see yourself. You will usually perform at a level that reflects your perspective of yourself. If you think you are average, you will perform in an average way. Once in a while, you may have a really great day, and perform higher than normal. You will think: That was awesome. I really did out do myself! However, most people quickly retreat back to a lower level of living , because they don not think they deserve it. They do not see themselves that way. And they miss their potential.</p>
<p>The Iceberg teaches us that we need to lead ourselves before we lead others. The Starving Baker teaches us we need to feed ourselves before we feed others. Stock- Taking teaches us we must read ourselves before we read others. We must remember in Psalm 139: 13-15: For You created my innermost being; you knit me together in my mother’s womb. I praise You because I am fearfully and wonderfully made; your works are wonderful, I know them full well. My frame was not hidden from you when I was made in the secret place.</p>

<p>This is a common hazard for leaders. It is the barker who spends so much time baki ng bread for others, he forgets to eat and starves himself. Leaders must feed themselves for personal growth.</p>
<p>Imagine if you visit a new bagel shop not far from your campus you love going there because the chief baker has many ideas for created breads, pastries, and cinnamon rolls that are better than you have ever tasted in your life.</p>
<p>Soon , many people talk about this bagel shop. Crowds start forming lines each day, waiting for the new confections to come from this barker’s marvelous kitchen. The baker do this job alone, he does not have any help, and ends up trying to serve all the customers himself. His exhaustion is quickly burnout because he is scurrying back and forth, busy with all the requests of people. After a few weeks you will see the chief baker has changed. This man is getting thin. You decide to just sit down and observe for a few hour. Then you think why the chief baker is getting thin. Suddenly, the problem becomes obvious. He is very busy serving bread to everyone, but never stops long enough to feed himself. So he is starving. Hmmm.</p>
<p>Do you get essence the story? So many leaders fail to tend to themselves, and eventually are unable to really serve others. They are starving intellectually, emotionally and spiritually. They read bible for “program”, not for personal growth, and neglect to consume the nourishment or apply it to their own lives, Their “talk” is great. Their “walk” becomes fake. They go through the motions, but are not really spending time eating the “bread of life”(John 6: 35). They are spiritually starving so close to food, yet never eating.</p>
<p>In previous chapter , The Iceberg reminds us that leaders must lead themselves before leading others. The starving barker remind us that leaders must feed themselves before feeding others. What can leaders do? Leaders must believe in Jesus, belong to Him and we were taking time to invest in our own relationship with Jesus. We can also took care of ourselves so we could take care of others. We must to remember from little story about two lumberjacks who challenged each other to see who could cut down more trees in one day. At daybreak, the first one began furiously chopping down trees but he does not sharpen his axe. He worked up a sweet early on, and by noon had cut down sixteen trees. The other lumberjack only cut down four, because he took the first two hour to sharpen his axe. As he sharpened it, his challenger laughed proudly at him knowing he was doomed to lose the bet with all that wasted time. By early afternoon the first lumberjack was slowing down. How about the second lumberjack? He was picking up speed. By late afternoon, the second who had sharpened his axe firstly had passed up his friend by several trees and won easily. We must remember from Ecclesiastes 10:10 . It says : If the axe is dull and he does not sharpen his edge, then he must exert more strength. Wisdom has the advantage of giving success.</p>
